Constitution for The South of England Northern Ireland Supporters Club
as agreed by the committee 9th January 2006 and amended 10th January 2008
The organisation shall be called The South of England Northern Ireland Supporters Club.
The objectives of the organisation are:
- To promote football in the community for all ages, with the opportunity to participate in the sport.
- To provide a positive and safe environment for all its members to participate in the sport.
- To provide equal opportunities regardless of religion, political beliefs, gender, race, disability, for successful participation by all sections of the community.
The South of England Northern Ireland Supporters Club is an organisation, which is non-political, non-racial and non-sectarian.
The South of England Northern Ireland Supporters Club adopts the Code of Conducts of the Irish Football Association.
The South of England Northern Ireland Supporters Club shall be managed on the following basis:
- Business shall be conducted by a Committee comprising of;
- Chairperson
- Secretary
- Treasurer
- A maximum of 4 other Committee Members (with two being named as Vice Chairperson and Vice Secretary)
- The Committee shall have the power to co-opt two extra members as necessary
- The Committee shall have the power to accept or reject applications for membership.
- The Officers and Committee members shall be elected annually at the W.A.G.M. (Weymouth Annual Green Meeting). This will be done by votes from those in attendance and prior votes will be accepted by those unable to attend.
- A Quorum shall be five.
- The Committee shall have the power to delegate authority to sub-Committees to act on its behalf, when necessary.
- The Chairperson shall have the casting vote in any debate, discussion or dispute.
- The Committee shall meet and act as required for the efficient running of the organisation on a monthly basis.
- The Secretary shall record all the business of the Organisation together with names of those present. In the absence of the Secretary the Chairperson may authorise someone else deemed suitable to record the business of the organisation together with the names of those present. This will be entered into a log book.
- The Treasurer shall maintain a record of all income and expenditure and produce these on request as required.
- All cheques written against the Organisation shall be signed by one authorised signature, with the permission of another committee member.
- A statement of accounts shall be presented within one month for all individual events, functions or projects involving monies for approval by the Committee.
- No expenditure, which will ultimately become the Organisation’s liability, may be incurred without the prior sanction of the Committee.
- The Committee shall levy any such extra charges or fees as may from time to time become necessary.
Membership
- Membership of the Club is subject to the Club Membership joining fee being paid in full and the applicant’s request to join being ratified by the Club Committee. If Membership is not ratified any fee paid will be refunded.
- Voting is restricted to members of the Committee.
- Membership fees shall be determined at the W.A.G.M by the Committee (Held each December/January).
- Membership shall be open to all interested parties over 18 years of age, with junior members being permitted if accompanied by an adult.
- The Club takes no responsibility for those members under the age of 18 who may consume alcohol or take part in gambling whilst present at a meeting.
- The number of members may be restricted at the discretion of the Committee.
Complaints and Investigation Procedures
- Any member, who believes the conduct of another member is contrary to the Constitution of the Club, or is likely to bring the Organisation into disrepute, should inform any member of the Committee in writing.
- A meeting of the Committee shall be held within two weeks after the complaint has been received. All parties involves will be notified, and invited to attend individually to speak to the disciplinary Committee. Where a meeting within two weeks is not possible, this will be done via email and telephone.
- The Committee shall inform in writing, both the member who made the complaint and the member who is subject of the complaint, the decision within seven days of the meeting (or email/telephone communication).
General Conditions
- Fourteen days notice shall be given to voting members of the date of the W.A.G.M.
- Amendments to the Constitution and proposals for tabling at the W.A.G.M. must be received by the Secretary at least seven days before the meeting. They shall be written and signed by at least two voting members.
- A two-thirds majority of those present and entitled to vote shall be sufficient to change or amend the Constitution. Any other proposals require a simple majority only.
- A special general meeting may be called at any time. Provisions for this meeting shall be the same at those for the W.A.G.M.
- The Organisation shall bring to the attention of the Committee any incidents or information deemed appropriate for the successful management of the Club.
